By uncommenting the line in the FFDC.properties file in  folder (/usr/OV/conf/FFDC/) FFDC.properties and the autotrace.properties my performance has jumped 10 folds.
I also noticed that if I vi'd the ovsuf file and checked the ovwdb line.   it has -n5000 in it.  However if I ran serversetup and drilled down to daemon setup for ovwdb the GUI actually showed 10000 which seemed odd.  Anyways I changed those to match as well (15000) and uncommented the disable autotrace line and the 7.1.4 on AIX is now purring along very well
