You'll have to be a bit more specific.  Which files and which loader are you using?  NetView has three and they all work differently.
Some MIB files are only included for your reference and do not need to be loaded.

If you are using loadmib or loadmibv2, they already have defined in them all the base type definitions (rfc1212 defines traps, doesn't it?) and will reject anything which tries to re-define them.  This is different from the SMICng  compiler that you can get off the web which requires a lot of RFC's to be loaded.

Netview 7.1.2 on Win2K

Can somebody give me a quick answer on what the .smi files are in the MIB folder ?  I am trying to load a MIB that has as an IMPORT (I've been told to think of this section of the MIB as prerequisites) rfc1212.  This file seems to be provided in the MIB directory on the Netview server, however it's extension is .smi vs. .mib, and it won't load....which I'm sure there is a reason, but my lack of knowledge doesn't have a clue.
