[nv-l] Tivoli Framework could not find oserv-h

Trying to run Tivoli Framework 3.7b for the first time using oserv -i -k
/$DBDIR -r 1 i get the the error

could not find oserv-h. Running just oserv -k $DBDIR I get

object database required.

Any ideas?
