I think I'm seeing the light. Do you agree with
- "Interface has no connectivity in unreachable region" means "Interface is unreachable" i.e. "Interface in unknown state"
- "Interface down" (a fact) should have higher priority than "Interface unreachable" (no information)
- the reason the interface is unreachable is that other (router) interfaces are down (high priority !)

At that point, the device is not "down", it is acutally unreachable, NetView
knows this so it changes the status from "down" to "unreachable". For this
to happen a trap must be generated and processed. This will update the
status in the database.
