Check out the release notes...it's fairly straightforward, but there
are lots of ways to do it.  The easiest is probably to use the new
TEC_ITS* classes and the internal TEC adapter in netView.  There are
some class definitions you'll need to install on the TEC--they're
mentioned in the 7.1.3 Release Notes (see pages labeled 8 and 9).

Assuming you're on UNIX, 

more /usr/OV/log/trapd.log   to verify event reception in NetView

as root on the TEC server:

# . /etc/Tivoli/setup_env.sh 
# wtdumprl | tail -200 | more 

...should give you a dump of recent TEC events  received.  man
wtdumprl for lots more options.
