Yes, it does. It reacts to generic traps 0,1,2 and3 from all enterprises by
re-evaluating the status of the device it came from. It was always
documented to do so, and for the last couple of versions it has actually
worked. Because of this, I try to make sure that I have link up/down traps
disabled on edge devices like cisco 2900s where those traps just mean some
PC was turned off or on. And I make sure they are enabled for routers and
big switches.

All traps from our switches & routers are sent to NetView. If NetView
receives an interface down trap from a router, does it automatically do
anything in response to the trap? I thought I once heard that if NetView
receives an interface down trap, it will automatically check the device it
received the trap from?
