That is a tough one.

your best bet is to work through Chapter 2 of the NetView Unix 7.1
Diagnosis Guide.     This tells you how to resolve discovery problems.

Since you are running NetView 5.1....you would want to use that version of
the docs...but perhaps you may find something helpful in the new doc.
