I'm sorry James if sometime i look like not listening, but english isn't 
my
first language 
and i just want to know the exact procedure.


I understand that i need to Install Netview 7.1.3 first as a fresh 
install.
After that I re-install Netview as a upgrade with the backup directorie
"/usr/OV.back.v7r1".

But what i need to know is :

Can i re-install Netview 7.1.3 as a upgrade with a "/usr/OV.back.v7r1" of 
a
Netview "7.1" (not Netview 7.1.3) ?


This is all a need to know

You are not listening.
Oliver told you and now I am telling you, that between 7.1, when those 
Release Notes were written, and 7.1.3, which is where you are now, that 
development broke the migration path with regard to java.  So now you must 

have an existing NetView for the migration to work with regard to java. 
You cannot just have a backup directory for this to work, though that was 
the case in the past.   They are planning on fixing this problem in 7.1.4, 

but there is nothing anyone can do for you now.  So just as we both said, 
install NetView 7.1.3 clean first, and then migrate, if you want this to 
work.

James, I'M confuse...

look the release note for Netview 7.1 on Page 93 
(Fresh Installation vs. Update Installtion) :

Fresh Installation vs. Update Installation

The Tivoli NetView program provides two types of installations: Fresh
Installation and Update Installation.
Use the Fresh Installation when the Tivoli NetView program is not 
currently
installed and you are not migrating any previously-saved Tivoli NetView
backup directories.

Use the Update Installation to migrate from a previous version of the 
Tivoli
NetView program (whether or not the NetView program is currently
installed). For the Update Installation to succeed, either the Tivoli
NetView
program must be installed, or a Tivoli NetView migration backup directory
must exist. Refer to "Appendix H, Files That Migrate" in the Tivoli 
NetView
for UNIX Configuration Guide for information about creating a migration
backup directory.

If you are not migrating files from a previous version of the Tivoli 
NetView
program, skip to"Installing the NetView Program in a non-Tivoli

So, if we want to re-create our production server  with our brand new
pre-production server

what procedure should i do then ( this one or the one in the release note
7.1 )?

Install netview 7.1 (fresh install) on the new pre-production server
Install netview 7.1 (update install with /usr/OV.back.v7r1 from production
server)
after
Install Netview 7.1.3 (update install with no /usr/OV.back.v7r1 
directories)

Yes, Dominic, that's the current situation, though am told that 
development is working to fix it for future releases.
Using the upgrade path, the install code currently examines the old 
version of the NetView java components on the box in order to decide what 
to install, and when there is no current java, then the upgrade of the 
java components fails.  So to clone a  7.1.3 NetView for UNIX on a new 
box, you have to install it fresh first, and then add your migration 
directory, and finally install it again as an upgrade.

to do a netview upgrade install we must at least ever have a old version
installed

WE CANNOT install Netview as a upgrade if we only have the 
/usr/OV.back.v7r1
directories ?

Am i right ?
