Yes, I'd mistyped it.. it is 1.3.6.1.4.1.74.2.13 and 1.3.6.1.4.1.74.2.26.1.2

There may be an error in the trap or in your posting.  AT&T owns 1.3.6.1.4.1.74.*.  The number you entered is missing that critical third "1".

 If the agent is indeed sending the bad OID number you need to contact the owner and/or the vendor of the device sending the bad trap.    If you mistyped the OID you probably need to contact AT&T for the MIB.  Another thing to try is an SNMPWALK against the device for the SYSTEM information. That should give you the vendor OID as well as some other useful information.  

This gets doubly suspicious because most ATT activity for the past 20 years has been directed toward the OSI world and not the IP one.   An IP MIB with an ATT OID signals me to double check things.  That's why I noticed that missing level in the OID you posted.
