Raymond,

Sound more like you have a community name configuration problem..perhaps.
An easy way to check this as part of your script is to do a
/usr/OV/bin/netcheck <hostname>.    This will tell you if you can ping and
do an snmpget via the community name that NetView will be using.   If a
netcheck fails its snmpget command, then netmon will not discover the
device as you have defined your seed file.
