This attached ruleset does what you want with a 5 minute delay (you should use
a value a little longer than double your polling interval)
Always check the trap type first, then smartset second - smartsets are very
heavy on CPU so do the check to make sure it the type of trap you want first.
I use a script out of the backend to do the maling /paging so you'll have to
insert your own. Hope this helps.

I am new to netview. I have a rule that queries Smartsets first, traps
second (up-down node or interface), and then forwards event to TEC. My
problem is with a node that bounces once or twice, being forwarded to TEC.
I would like to put in a filter that holds the event for 10 minutes before
forwarding. I am not sure how to do this. Do I use thresholds, Set State,
or something else. I do not know what the attributes numbers (1-50) mean, or
how to use them. Can someone help?
