I thought the -C looked like the right one myself but here is what happens
when I try and load with -C option.
Here is the portion of the addtrap script:
/usr/OV/bin/addtrap -l ibm3584Trap001 -g 6 -s 1 \
-n ibm3584MIBTraps -i 1.3.6.1.4.1.2.6.182.1.0 \
-o A -c "LOGONLY" -t 0 \
-S 1 \
-D "Trap for library tape alert 001.
Flag: Library hardware A
Type: C
Cause: The changer mechanism is having trouble communicating with the
internal drive.
Required host message:
The library mechanism is having difficulty communicating with the drive:
1. Turn the library off then on.
2. Restart the operation.
3. If the problem persists, call the library supplier helpline." \
-e ibm3584Trap001 \
-F '$E $G $S $# args: $*'
-C "/usr/bin/logger -plocal1.info Tape Library Event:

And here is the output:
