A new event or the nvtecia command will always be necessary to restart the 
flow of events to TEC.  The connection (or re-connection) attempt only 
occurs when an event is processed.  nvtecia -reload  sends one to get the 
connection going again.  The cache is only emptied after the next event 
sent is successful.

You don't say what architecture your NetView is on here but I assume 
Unix?  I think you will find the tec adapter configuration file is 
actually in /usr/OV/conf/tecint.conf.  That said, the BufEvtPath line 
you describe should indeed buffer events in /tmp/netview.cache whenever 
your TEC Server is down.

A couple of points.  After editing the tecint.conf, you should run 
"nvtecia -reload" to make the TEC adapter re-read your config file. 

After a TEC Server outage, when TEC comes back, you often don't get 
events flowing from the cache file immediately - it often needs a new 
event being generated to "kick start" the emptyting of the cache (you 
could generate a dummy message with the the "event" command, if 
necessary).
