Loading these mibs does nothing except allow the xnmbrowser2 program
display text associated with OID's

Yup.   The snmpget and snmpwalk command in /usr/OV/bin  are v1 only as
well.

Unfortunately the answer may very well be "Using a tool that's not as
snmpv2-compliant as you need."

I _think_ I saw some mention that the web based mib browser in 7.1
might actually use some v2 pdu's?    Haven't used it myself though. 

If not, and this is functionality you need, an enhancement request
would let Tivoli know that people think standards compliance with v2
is important enough to prioritize over other requested features.
