2- Can we use NetView in any other things than SNMP polling?

won't answer the original question about Version 4, since it only deals with
recent releases, and is only updated quarterly.
Version 4 went out of support in all geographies except Asia/Pacific at the end
of November 1998. Today marks the third anniversary of that date.
So for US customers, Version 4 has been out of support for three years.
Version 4 was supported in Asia/Pacific until May of this year, because Version
5 was not translated into Japanese, though Version 6 is, and IBM policy
required that the old translated version remain in service for 1 year after the
new version became available. That deadline passed then of May for this year.
FYI: Version 5.0 went out of support everywhere 05/09/2001 (it should have been
withdrawn earlier but was overlooked because it had no service).
Version 5.1 will go out of support by the end of January 2002 (about 60
days),
and Version 6.0 will go out of support in all geographies except Asia/Pacific
10/26/2002.
This latter date was announced in the 7.1 announcement letter.
Plan your migrations now.
