I'd like to believe that the system automatically handles admin down but 
we've just put in a number of 6.0.2 NT systems where the admin down were 
discovered as critical.  We added the "$" entry to the seed file and 
they turned pink when we restarted netmon and the GUI and looked.

The reason I'm tentative about the topic is that I didn't follow up on 
the situation and find out why they weren't automatically polled with 
SNMP -- I expected the SNMP poll due to the presence of serial 
interfaces on the box.  It might also be a Unix vs. NT difference.  One 
of these days I'm going to figure out how ATM, Frame Relay and 
Point-to-Point interfaces interact with SNMP polling and if there are 
differences not documented.

It's moot now with 7.1 available but there might be something support 
should have addressed in the area which is bypassed with the forced use 
of SNMP.
