"rule correlation package"?  Do you mean the sample rulesets?

If you need help in constructing rulesets, I suggest the redbook "Examples Using
NetView for AIX Version 4", SG24-4515-00, which is avialable off the IBM site,
http://www.redbooks.ibm.com/ .

While you are at it, you may want to look at SG24-5285-00, "Integrated
Management Solutions Using NetView Version 5.1"
