You can send an informal note to netview AT tivoli DOT com but that just puts 
it in a
database for review at some later time.
If you want a more formal thing than that you need to contact your marketing rep
or Support and have them open a trackable request for you.  That will get a
response from development (yeah we agree its a good idea or no we don't) within
90 days.
