I had to reinstall AIX to 4.3.2, then installed framework 3.6. Then tried to
install Netview for AIX 5.1.3 and it requires 5.1 to be installed first. I
don't have any of those CD's so I cannot install. Is there download site
somewhere?

I don't understand. NetView 5.1 is a pre-req for 5.1.3. Are you running
5.1?
Then everything you need should be on the 5.1.3 CDs.
If you are not running 5.1 then you must get that and migrate to it first.
If you are running 5.1, then it would help if you could explain what patch
exactly are you referring to (they have specific names).
Are you confused by some line in the Release notes?

NetView "patches" are actually maintenance releases and cannot be downloaded
as
they are too big. You must order them. You can send a note to
swdist AT tivoli DOT com with your company name, your customer number, shipping
address
and contact person's telephone number. If you have a current maintenance
contract, then they will ship the latest NetView 5.1 patch to you, which is
5.1.3. If your maintenance contract is not current, then they will tell you
that. You can update your maintenance contract by getting in touch with
your
Tivoli marketing rep, or by calling 1-800-TIVOLI-8.
