I would look carefully at Operating System release, and the prereqs for
Netview 5.1.   What version of AIX is Netview 2.x running under?  Most
likely AIX 3.2.x.

I would recommend generating a seed file using ovtopodump (if needed),
then rebuilding everything (OS included) from the ground up.  You may
want to save all the *.conf files from /usr/OV/conf just for reference
(but even then I would move them).
