That is correct. If you want the functionality that you're describing you have 
to add a "forwarder" to you primary DNS that points out your secondary. That 
way, the request from your client goes to the primary DNS which doesn't know 
the answer so he forwards the request to the secondary DNS which replies to 
your client.
