Web Client Sub Maps Greyed Out

I just applied the Netview v5.1.1 patch on AIX 4.2.1 from v5.1.0 and
couldn't access the submap through web client (Netscape).  The submap
greyed out and nothing else showed.  I saw an APAR #IY00859 with the exact
symtoms.   I believed that I saw this problem in this discussion before but
didn't remember the resolution.   Do you have a resolution for this symtom?
