There have been some reports of trapd.conf corruption after 1.2.3
installs, but this is something else- the 1.3.6.1.2.1.51 OID id for
RSVP- a policy management standard connected with VPN management.
Evidently this customer loaded an experimental RSVP or similar trap
prior to your upgrade.  So, seems that it's the 1.3.6.1.3.71.2 trap that
needs to be removed.  The Nways 1.2.3 adds Java Performance Monitor
handling for VPN and trap are added for RSVP and other related stuff.

That SEEMS to be the problem.
