Framework Problems

I cannot seem to start the Tivoli desktop on my AIX system anymore.  I
get the message 'destination dispatcher unavailable'.  When I run any
odadmin commands, like 'odadmin reexec 1', I get the following message:
'o_self: destination dispatcher unavailable'.  Anyone seen these errors
before, and how can I correct the problem.
