The answer to both questions is "no".
However, I did post a document I wrote on ruleset performance tips July 31.
If you send this:
              search nv-l ruleset from 1998/07/30
to listserv AT ucsbvm.ucsb DOT edu (not to NV-Ll !!) it should send back a
of documents from that date forward having to do with rulesets and
instructions on how to get them.

Subject: documentation on rulesets

Hi all,

Some questions on rulesets:

- Is there besides the Netview User Guide, any documentation on
  programming rulesets for Netview?
- Does Netview for NT support the ruleset editor?
