        Is the router on the same IP subnet as the server?  BOOTP
sends a request to an IP broadcast address, which is normally
propagated only through the local subnet, unless a router
is configured to forward the request, either broadcasting it
on another IP subnet or forwarding it to an identified BOOTP
server.  So if you go through a router, that router has to be
configured accordingly.
