Starting NB 7.1, the core installer includes AT/AZ clients and servers. 
Separate ICS package installations are not required.
The NB 7.0 installer only included the AT/AZ clients.

The AT/AZ services on the NB 7.1 master are disabled by default and will start 
only if NBAC is configured (using the bpnbaz command).
