Moving NetBackup database version 6.x form or to a RedHad Linux system requires more steps than any UNIX/SUSE to UNIX/SUSE transition.
NetBackup 7.x treats all UNIX/LINUX systems the same way. That’s why I prefer to upgrade first.

I prefer to go the other way, migrate to new platform first, then upgrade NBU. The migration is more problematic, IMO.
Either way you go, I suggest letting it cook for a period of time so you can work out any kinks.
