I've done it, and it works fine as a client or server.  Jeff has a good point about the cost of the OS support compared to the software that is running on top.  I have seen plenty of NBU systems have issues that are totally unrelated to the underlying OS and all the fixes and solutions came from Veritas, so in my experience the value came from Veritas support.  The OS support value was usually better served from google or the dell linux support site or co-workers, but there will come a day when you need something that can only be provided by a paid support contract.

CentOS is compiled from RHEL source and is intended to have full binary
compatibility with RHEL.

I've not run NBU 7 at all.  NBU 6.5.4 client for Linux 2.6 kernel runs
fine on CentOS just as it does for RHEL so I suspect NBU 7 client would
as well.

While you *might* get NBU 7 master to run on CentOS I'd suggest that
wouldn't make a lot of sense.  Saving pennies for a non-supported OS
compared to the dollars you spend on NBU itself would be silly -
especially since it would allow Symantec support to say "sorry we don't
support CentOS" if you had a hairy problem with it.

understand it is Red Hat without the RHEL branding.
