No, you would not use the NDMP functionality of NetBackup if you were to use a
NetApp VTL.
What you need to purchase is the appropriate number of front-end terabytes of
Standard or Enterprise Disk licenses.
Standard Disk is appropriate if you choose NOT to use deduplication on the
NetApp VTL.
But Enterprise Disk is required if you are choosing to use deduplication on the
NetApp VTL.
The NDMP license is typically used by NetApp FAS/V-Series (ie, NAS) customers.
The NetApp VTL is a different beast entirely.

Subject: [Veritas-bu] NDMP Clarification
Hello,
Hello, we've purchased a NetApp VTL and there is some confusion on
whether or not I need to buy the NDMP license from Symantec in order to
deploy the unit. I've received conflicting information from various
sales persons and analysts regarding this. Could someone please help
clarify this for me?
Do I *have* to buy the NDMP license in order to use the NetApp VTL with
my NetBackup environment?
Either way, what functionality does the NDMP add-on to NetBackup give me
that I wouldn't have otherwise?
Thank you.
