        The snapshot errors have cleared up. There were a variety of reasons 
for the snapshot errors:

1) Lingering snapshots created by VCB weren't getting deleted (RVTools is a 
great utility to see if there are any lingering snapshots)
2) VMHosts were going into a disconnected state, the VCB Proxy was (it took a 
few days to discover this and get it resolved).
3) Some of my policies were running more than 1 backup at a time (I set them 
back to 1)
4) We have 1 policy per lun (13 policies), we had people moving vms from 1 lun 
to another without telling us, thus we didn't move them to the appropriate 
policy. As a result we'd have multiple vms on the same lun trying to get backed 
up at the same time......this caused lots of contention ending in snapshot 
errors.
5) VCB doesn't allow for file level backups for vms using Dynamic system disks 
(we had a few VMs with this configuration, we moved them to Full VM backups or 
just started using the netbackup client).

I have exactly the same issue under NBU 6.5.3 + VCB 1.5. Many VM backup work 
fine, but I also have many Snapshots errors !! 

Did you find something to fix this issue?
