Verify the device is installed at the
OS level properly. Look at Device Manager for Windows or the messages file
for unix. If you see it there, then NetBackup should see it. It sounds
like the OS is not configured to see the robot.

What could cause NBU not to see a robot,
on a fresh install? I uninstalled the tape device from Device Manager,
rebooted the server, reinstalled it and rebooted again. When I tried
to add the robot it said it was unable to see any robotic libraries on
the host._______________________________________________
