Which clearly states that a 6.5.3 master is NOT supported on Windows 2008.

"NetBackup 6.5.x Master Server support is not currently planned for WS2008. The next major version release of NetBackup is currently planned to support 2008 on Master Servers."

I'd have to check the compatibility list to be sure but I don't believe that a master server is supported on Windows 2008 yet.
