We have been told to downgrade our speed on the NSR's to 2gb from 4gb and also 
on the switch side.

Theory is that the data is being received too fast....

I used to have the similar problems with NSRs locking up.  Look at the
cost of fiber cards ($1,000) each or so for dual port 4gbps, you would
need a few of those, and then no more lockups, it may be worth
considering?
