Given the frequency with which you are running the TLog backups,
how will you know there isn't a currently running TLog backup when the Full or
Differential starts?
I would suggest a simpler solution, and ask if it is acceptable
under your SLA.
Set up One Policy with your Full and Differential backups.
Set up a second policy to do your TLog backups every 15 minutes,
and exclude the window in Which the Full and Differential backups run.
Yes, this will leave some gap after your Full and Differential
backups are running before you get TLog backups again, but given that that gap
will exist outside of business hours, that may be acceptable.

is a confusion here, probably, i did not explain it clearly my requirement.
Ok, Here it is:
Actually we are
implementing the Netbackup SQL Agent for all our SQL databases. So iam finding
the best method to implement the Full, Diff & tlog backup.
Full -
Needs to run weekends
Diff. -
Needs to Run week days
TLog - Needs to
run every 15 minutes
This is the
requirement.
But in the past
these SQL backup were managed by the SQL dba's uning the SQL scheduler in .bak
extension, & disk as the target of backup. So Our SQL DBA were telling that
when FULL or Diff SQL backup is running they will disable the TLog backup,
untill the Full or Diff backup is completed.
So we are also
planning to implement the same method as suggested by them, using the Netbackup
SQL Agent
Pls. recommend
if there is any better method to implement using the Netbackup SQL Agent.

I really don't think you want to do this - the process looks error prone and I
expect that if you go down this route you'll find yourself with disabled backup
policies when they should be enabled. To make matters worse, it will be
your sql log policies which means you won't be able to restore if anything does
go wrong and I really do expect that you'll not realize it until after you need
to do a restore and it's too late.
Use a NetBackup SQL agent and put it in control.
