I have one of those why questions....

The decom steps according to Windows admin guide II page 105

Step 2 says to change owner of tapes from old media server to new media
server.

Step 3 says to add the line to bp.conf for the
FORCE_RESTORE_MEDIA_SERVER so any restore request for media that the old
server owned is done by the new server.

Well in step 2 I change the owner - so why do step 3?
What is still in the database that would require the bp.conf entry?
