[Veritas-bu] Netbackup account rights for system state backups... help?

This seems like a simple question but I can't seem to find a simple answer: I 
have a bunch of new Windows 2008 domain controllers that I need to backup 
everything on, including the system state. So far the only way I can get system 
state to backup is to let the Netbackup account log on with domain admin 
rigthts... Can this be backed up fully with less than godly user rights?
