Surely that depends on the media and the drive.  What media are you
talking about?

For instance, I know a lot of LTO media say "up to" because it depends
on the drive as to how it's used.  I looked this up a while back and
have forgotten the details.  But it was something like an LTO-1 would
only use the tape 20 times, but LTO-3 would use the tape 50 times.  And
if you used it in both, a linear approximation worked.
