The release notes is a good place to start. The 6.5 release notes are at http://ftp.support.veritas.com/pub/support/products/NetBackup_Enterprise_Server/290196.pdf. For 6.5.1, see http://www.symantec.com/business/support/downloads.jsp?pid=15143&version=NBUESVRPVER28108 - select your platform to get the specific file.

As always for big releases, check the upgrade portal. The 6.5 version is at http://seer.entsupport.symantec.com/docs/290185.htm
