The non-refresh thing seems to be across-the-board in 6.5, at least in
the Windows admin console (haven't yet seen it in the java display
console).  Policies, volumes, pools, ... your changes (say, changing
some tapes to another volume pool) take effect but are not displayed.
The "fix" seems to be closing the admin console and reopening it.
