Windows 64 bit does not support remote installations.  It's not documented
really clearly...but it is documented.  I ran into it on a 64 bit cluster
install.

The remote screen of an x64 Win clustered install doesn't come up (and
that is documented in the manual and in a technote).  Perhaps the remote
part of 6.5 x64 Win installations in general is inop.
