"Should" is a slippery slope. I think for most
companies a dedicated backup admin is a luxury. Backups run, they don't
run... who knows?! I'm too busy making widgets to care about data security
etc... Its not a healthy attitude, but I can see where someone today might still
be running 4.5. If it ain't broke don't fix it etc... I used to work
for a small / medium business consulting firm and I can't tell you the number of
people who purchased Backup Exec 7, dropped support and years later didn't see
the need to ever upgrade to 11. These are the same people who are still
running Solaris 2.6 on Ultra2s and Windows NT.

FP6 will help out in this case:
"The solution to this problem is to
install a supported version of NetBackup on the clients. Currently 4.5 FP6 is
the minimum supported version for these operating systems."
It's interesting to note how many versions have come out since
4.5FP6. Not including any other 4.5 releases (I can't remember if there
were any post-FP6), there are 8 5.0 releases (5.0 plus MP1 through MP7 not
including the interim security patch releases), 7 5.1 releases (MP1
through MP6), 6 6.0 releases, and 2 6.5 releases (6.5.0 and 6.5.1). That
means the original poster is at least 23 releases behind. Now you don't
have to be current all the time, and most customers should not be on the
bleeding edge, but you shouldn't be 23 releases behind
either...
