You might want to look at something like Pivar.  They do data
conversions.  I once used them to extract a broken hard drive to tape.
Of course it cost $$$ but you'd have someone else doing it that
specializes in that kind of thing.

Not that I'm aware of.  Even if you did do the backup/restore method,
unless you did manual manipulation of the clocks, I'm assuming you'd
lose information about the date the backup occured.

While I appreciate being able to consolidate your active backup
environments, it may not be worth it trying to do anything with the old
media.  Just make sure you have a machine that can run the necessary
version of Networker to do restores and test them (and your
procedures/documentation) once a quarter.
