This functionality was added in Maintenance Pack NB_ORA_60_4_M.tar which
provides updates and fixes for VERITAS NetBackup (tm) Enterprise Server
/ Server 6.0 for Oracle Database Agent on UNIX platforms.

60MP4 readme description:

Etrack Incident = ET643841

Description: 
   A Recovery Manager (RMAN) restore could not be redirected to an
Oracle instance owned by a different Oracle user. 

Additional Notes: 
   After you have installed this pack, a new backup of the source Oracle
database is required so the correct group permission is on the image to
allow the alternate user to performed a restore to the new
instance/database.

The (NetBackup v5.1) manual says no:

    Using RMAN to Perform a Redirected Restore

    Note The same user name (UNIX account) that was used for the Oracle
    database backup must be used for the alternate client restore.
