Update the VSS version on the windows 2003 box,
Check the Windows VSS current version on the Microsoft Website.

Anything in the Windows EVENT LOG - either system or application, at the
time of the backup?
Also is the client up to date, running same version of NBU as the master 
and
maintenance pack ?

Looks like a Windows problem, have you run ntbackup.exe and tried to 
perform a system state/shadow copy components backup manually?
