I can't imagine why you would want to run Exchange in a virtual machine...

Have you read the Microsoft support article that discusses performance 
of the Exchange server?  http://support.microsoft.com/kb/320220.  There 
are some ideas in that article.

Are these others stand-alone or virtual machines?  Are they on the same 
virtual server host?

Since the virtual machine is limited to a single CPU, have you verified 
that no other virtual machine or the guest is consuming CPU resources 
while the backup is running?
