bpcllist has been replaced with bppllist.
They do not even provide a link in the UNIX servers to the earlier
named commands.

Do you have the bpcllist command in Windows?  If so could you send the
output of:

Bpcllist <policy_name> -U

Tried that, same result.

It does pick up other polcies that are supposed to
run, just doesnt pick up ONE polciy.
