I agree with Ed:Agents are best if you can use them. 

But if you must use a script to shut down and start the Oracle DB then you 
need to use bpend_notfy.bat and bpstart_notify.bat to call the scripts 
that shutdown and start the database. the scripts bpend_notfy.bat and 
bpstart_notify.bat reside on the client machines. 
You can control for which policy and schedule to execute these scripts by 
modifying their names.
For example if you had a policy called oracle and a schedule called daily 
and you wanted to run a script for a client only when the backup ran under 
that policy and schedule you would create files called 
bpstart_notify.oracle.daily.bat and bpend_notify.oracle.daily.bat.

It is all documented in the Admin guide.
