Tom,

The first thing I was going to say is the NOexpire file shouldn't be in
netbackup/bin/
But I'm wrong - that's where it should be!

What version and patch level of NBU are you running in the lab? If it's
before 5.1 MP4, you may have suffered from this ...

Description:
   If the NOexpire touch file was set, then the NetBackup database image
   cleanup was disabled.  However, media would still expire.  The media no
   longer expires if the NOexpire touch file is set.
   Bpexpdate -deassignempty, which deassigns media if there are no
   corresponding images in the image database, is disabled.

Fixed in 5.1 MP4.

A workaround might be to rename the bpexpdate binary to another name on your
lab machine, then recover the catalogs again.
