Is the client being backed up have numerous small files and/or a vsp
setting that is set at a minimum size? The clients I have that take
quite some time to actually start writing to backup media have a very
large amount of small files.

Well what is your setup?? Your Netbackup setup?
Is it windows? A Windows client perhaps? If so, is tracker.exe running
on
the clients or your main server?
Check If there are bpbkar.exe processes running for long periods too!
